Requires a finding that denial of reasonable grandparent visitation rights would cause significant harm to a child as a condition of awarding grandparent visitation rights. Clarifies procedures for an order awarding reasonable grandparent visitation rights. Specifies that a violation of the terms and conditions of the order is punishable as contempt of court.
Provides development guidance policies for the stadium authority. Tasks the authority with seeking to promote the safety and reliability of harbor infrastructure by identifying and developing appropriate areas within the stadium development district, including stadium parking lots as appropriate, that are fortified to withstand the structural requirements of a permanent shipping container storage and lay down facility for emergency use by Pearl Harbor.
Requires procurement officers to document whether to pursue a design professional or contractor for damages in the event of construction cost overruns. Requires the chief procurement officer to compile a public list of construction companies or design professionals that are in noncompliance with the procurement code or owe penalties. Makes construction cost overruns a tort for purposes of the design claim conciliation panel. Requires bids for a contract under the competitive sealed bidding process to include a liability contingency fund. Requires the state procurement office to include training on the duty of procurement officers to hold design professionals liable for breaches of professional standards. Requires procurement officers to complete periodic performance evaluations of certain contractors. Establishes factors to be included in any evaluation, consideration, or review of past performance, and ratings standards for those factors. Requires past performance to be factored into future bid selection of contractors for certain contracts. Requires past performance to be considered in all sole source procurement and any competitive sealed contracts that exceeds the small purchase threshold. Requires the state procurement office to submit preliminary and final reports to the legislature. Repeals 6/30/2026.
Creates an exemption for interns enrolled in a department of education program from the wages and hours requirements of employees on public works projects. Effective 7/1/2050. (HD1)
Increases from $1,000 to $2,000 the maximum fine for the petty misdemeanor offense of criminal littering.
Establishes a process for landowners whose real property is at risk of reasonably foreseeable flooding or whose real property has experienced a flood due to man-made alterations or natural conditions on state lands to petition the department of land and natural resources for a flood mitigation action plan. Authorizes landowners to undertake improvements to the state lands if substantial progress is not made within a certain amount of time.
Requires the Hawaii Public Housing Authority to establish a pilot program to ensure that all housing units in the Kuhio Park Terrace and Puuwai Momi public housing complexes are provided with sufficient internet speeds and connection quality. Appropriates moneys.
Requires accredited and non-accredited for-profit post-secondary educational institutions that are authorized to award degrees and operate in the State to disclose on the institution's official website, promotional digital and print media, and contracts for instruction, that they are for-profit businesses.
