Establishes within the judiciary a five-year recidivism prevention pilot program consisting of three components: a housing voucher program, child care voucher program, and income tax credit for employers to assist the reentry efforts of certain individuals who exited the Women's Community Correctional Center, for two years after the exit. Establishes procedures and eligibility criteria for a privilege to practice public accountancy in this State for public accountants and certified public accountants licensed in another state with comparable education, examination, and experience requirements. Subjects all holders of a privilege to practice to the regulatory and enforcement jurisdiction of the Board of Accountancy. Sunsets on 6/30/2024.
Prohibits the sale by motor vehicle dealers and salespersons of new motor vehicles that are solely powered by fossil fuels and designed for personal use beginning 1/1/2035.
Makes owners and operators of golf courses and driving ranges strictly liable for property damage to surrounding residential properties caused by golf balls hit by patrons of the golf course or driving range unless the owners and operators can show they took reasonable steps to prevent golf balls from leaving the golf course or driving range.
Establishes an online fantasy sports contests registration and monitoring program under the department of the attorney general. Exempts registered online fantasy sports contests from state gambling laws. Appropriates funds.
Establishes the 2022 illegal fireworks task force within the department of the attorney general to develop a comprehensive strategic plan to stop the importation of illegal fireworks and explosives into the State, promote compliance with the fireworks control law; and ensure the safety and security of airports, harbors, and other facilities and institutions in the State against the discharge of illegal fireworks and explosives. Requires a report to the legislature.
Requires the office of planning and sustainable development to conduct a study of the suitability of the State's current soil overall (master) productivity rating system classified by the land study bureau's detailed land classification.
