RELATING TO ENERGY INTERCONNECTION.

Directs the public utilities commission to adopt guidelines for interconnection applications that would trigger distribution, transmission, or other utility infrastructure upgrade costs in excess of a threshold determined by the commission. Effective 7/1/2100. (HD1)

RELATING TO THE BOARD OF EDUCATION.

Requires the board of education to hold no less than six community forums annually, with at least one forum in each county. Makes board member attendance at community forums permitted interactions under certain circumstances. Requires the board to include an open forum for public comments on non-agenda items. Requires a report to the legislature on implementing open forums at board of education meetings. (HD1)

RELATING TO HEALTH.

Creates the Hawaii rural mental health corps program and Hawaii rural mental health care provider loan repayment program to encourage psychologists and social workers to serve in counties having a shortage of psychologists and social workers. Makes the department of health responsible for administering the Hawaii rural mental health care provider loan repayment program. Appropriates funds. Effective 7/1/2060. (HD1)

RELATING TO DOMESTIC ABUSE.

Specifies that any minor who resides in the same household as the victim of domestic abuse may file a petition for an order of protection or temporary restraining order.

RELATING TO CHARTER SCHOOLS.

Provides funding for rental or lease of facilities under legislative appropriations and bond authorizations to the state public charter school commission for the design, planning, construction, repair, and maintenance of public charter school improvements. Appropriates general funds for infrastructure costs, rental or lease assistance, and the repair and maintenance of network infrastructure for charter schools. Effective 7/1/2050. (HD1)

RELATING TO PANDEMIC LEAVE.

Provides for paid leave for fully vaccinated employees required to stay home from work or prohibited from returning to work because of COVID-19 exposure who submit to a test within three days of being notified of the exposure and receive negative test results. Effective 7/1/2050. Repeals 6/30/2023. (HD1)

RELATING TO INCARCERATED WOMEN.

Appropriates funds for the second year of a program to train incarcerated women to be general education development tutors for their peers, provide college correspondence courses for women in the women's community correctional center, and provide reentry and transition services for women wanting to continue their education post incarceration. Enables partnerships with the Department of Education, University of Hawaii, and Department of Public Safety. Appropriates moneys. Effective 7/1/3000. (HD1)

RELATING TO THE JUDICIARY.

Appropriates moneys for residential programs that allow minor children to remain with their mothers, to reduce the risk of trauma and multigenerational incarceration, including communitybased furlough programs, residential drug treatment programs, therapeutic community programs, and mental health programs. RELATING TO CORRECTIONS.

Establishes the Women's Corrections Implementation Commission within the Department of Public Safety to provide oversight over state correctional facilities that incarcerate women, receive and investigate complaints from incarcerated women, monitor the criminal justice system's progress in implementing reforms, and monitor programs and data that are important to ensuring successful outcomes for women in the correctional system.
