Establishes provisional or associate level licensure requirements for marriage and family therapists, mental health counselors, and psychologists. Authorizes insurance reimbursements for associate family therapists, associate mental health counselors, associate psychologists, and supervised social work interns, in certain circumstances. Allows psychologist license applicants to sit for the licensing examination before completing other requirements.
Requires certain commercial agricultural entities to issue annual public reports regarding their pesticide use.
Expands the list of acceptable institutions or organizations that can approve the continuing education courses needed by naturopathic physicians for license renewal.
Amends the child abuse and neglect reporting requirement to specify that a member of the clergy shall not be required to report information gained solely during a penitential communication, unless exigent circumstances exist that justify disclosure of the abuse or neglect. Specifies that the general rule of privilege applicable to confidential communications made to a member of the clergy does not apply to communications relating to known or suspected child abuse or neglect when exigent circumstances exist that justify disclosure of the abuse or neglect.
Clarifies that the appointment and removal of the chief executive officer of the Hawaii health systems corporation requires a majority vote by the voting members of the corporation board, rather than by the entire membership of the board.
Establishes rules of ethics applicable to persons who are contracted, subcontracted, assigned, delegated, ordered, appointed, or in any other act allowed by a state agency to work with children. Establishes additional procedures with respect to fees, candor and fairness before a tribunal, standards of proof, and a complaint filing process. Specifies that the contracts of any person who violates the rules of ethics are voidable on behalf of the State.
Establishes the prevent suicide Hawaii taskforce within the Department of Health. Requires the task force to make annual recommendations to the Legislature on ways to reduce suicide rates in the State by 25% by 2025. Dissolves the task force on 1/1/2027.
Authorizes a 10-year license for 1 poker and sportsbook gaming facility in a special district designated for tourism in a county with over 500,000 residents that is not in a hotel. Allows admission for individuals 21 years of age or older who register to stay at a hotel on Oahu and pay an annual fee. Establishes the Hawaii gaming control commission. Imposes wagering tax on gross receipts. Creates the state gaming fund and compulsive gambler program.
Establishes a task force within the Department of Health to study issues relating to the accessibility and utilization of essential services by developmentally and intellectually disabled individuals in the State.
