RELATING TO NURSES.

Requires state participation in the multistate Nurse Licensure Compact, which will allow a nurse who is licensed by a home state to practice under a multistate licensure privilege in each party state.

RELATING TO DOMESTIC VIOLENCE.

Requires law enforcement agencies to adopt and implement a written policy on domestic violence committed or allegedly committed by a law enforcement officer. Establishes standards, training deadlines, administrative procedures, and reporting requirements.

RELATING TO INCREASED INTERAGENCY COORDINATION AND COLLABORATION BETWEEN COUNTY LAW ENFORCEMENT AGENCIES AND SOCIAL SERVICE PROVIDERS.

Requires county police departments to provide training, in collaboration with the Department of Health and University of Hawaii, to officers having contact with individuals experiencing homelessness, behavioral health issues including substance use, or mental health issues. Appropriates funds for coordinated and collaborative activities including training, referrals to service providers, and technical assistance. Requires reports to the Legislature.

RELATING TO FISCAL RESPONSIBILITY.

Establishes the Commission on Fiscal Responsibility within the Department of Taxation to review and make recommendations on expenditures, revenue enhancements, and tax policy. Requires a report to the Legislature.

RELATING TO HEALTH CARE.

Prohibits the State from denying or interfering with a patient's right to choose to obtain an abortion or to terminate a pregnancy if the termination is necessary to protect the life or health of the patient. Repeals a criminal penalty for violations of certain abortion provisions. Clarifies that advanced practice registered nurses may provide abortion care. Clarifies that physicians, osteopathic physicians, and advanced practice registered nurses may administer a medication abortion via telehealth for a patient residing in the State.

RELATING TO RECREATIONAL FACILITIES.

Requires all playgrounds located in state and county parks and on public school grounds include special needs recreational playground equipment as part of the recreational apparatuses by 6/30/2025 including at a minimum a wheelchair accessible swing set. Establishes the special needs recreational playground equipment special fund. Appropriates funds.

RELATING TO EDUCATION.

Beginning January 1, 2025, authorizes public schools and public charter schools to have an employee trained to administer or assist with the self-administration of seizure disorder rescue medication, with certain exemptions. Authorizes all principals, guidance counselors, and teachers to perform an annual self-review of seizure disorder materials. Allows a seizure action plan for every diagnosed student to be established and distributed to employees charged with supervising the student. Appropriates funds.

RELATING TO COURT-APPOINTED ATTORNEYS.

Requires the court to appoint counsel to indigent parents upon the filing of a petition for custody or family supervision and make every effort to do so at the first hearing attended by the parents.

RELATING TO CANNABIS.

Legalizes, regulates, and taxes cannabis and manufactured cannabis products for adult use. Establishes the Hawaii cannabis commission to oversee the regulation of adult use cannabis manufacturers and retailers. Appropriates funds.
