RELATING TO ELECTRIC VEHICLES.

Establishes and appropriates funds for the low- to moderate-income electric vehicle rebate program and the electric vehicle subaccount to encourage the purchase and use of electric vehicles by low- to moderate-income households and nonprofit organizations providing assistive services to low- to moderate-income households. RELATING TO AGRICULTURE.

Clarifies that "customary and traditional subsistence farming", which is customary and traditional subsistence farming conducted by a Native Hawaiian cultural practitioner in certain situations, is included as a protected activity under the Hawaii right to farm act. Clarifies that the cultivation of crops and activities related to game, fish, and livestock in the agricultural district may be for economic use or customary and traditional subsistence farming. Provides that one of the State's policies under the Hawaii State Planning Act's agricultural objectives is to perpetuate the practice of customary and traditional subsistence farming. RELATING TO LUNG CANCER.

RELATING TO CESSPOOLS.

Implements the recommendation of the cesspool conversion working group to accelerate the dates for required upgrades, conversions, or connections of priority level 1 cesspools and priority level 2 cesspools by requiring priority level 1 cesspools to be upgraded, converted, or connected before 1/1/2030, and priority level 2 cesspools to be upgraded, converted, or connected before 1/1/2035, rather than before 1/1/2050. Effective 6/30/3000. (HD1)
