RELATING TO SUPPORT FOR TRADITIONAL NATIVE SPEAKERS OF HAWAIIAN.

Provides that, in any island with a population of five hundred or less, Hawaiian language shall be recognized as the sole indigenous language of the Hawaiian islands; public schools may offer a course in Hawaiian language; and every effort shall be made to accommodate Hawaiian speakers. Requires and appropriates funds for the state public charter school commission to study the Hawaiian language, publish resource materials for native speakers of the Hawaiian language, consult stakeholders, and submit a report to the legislature. Effective 6/30/3000. (HD2)

RELATING TO CHILD CARE.

Requires the department of human services, when determining income eligibility for child care subsidies, to consider special circumstances, such as the retroactive payment of workers' compensation or temporary disability insurance benefits, that cause the monthly gross income of a parent, guardian, or other responsible party to exceed the eligible monthly gross income. Effective 6/30/3000. (HD1)

RELATING TO THE HOSPITAL SUSTAINABILITY PROGRAM.

Makes various updates to the hospital sustainability program, including amending the definition of "private hospital"; clarifying the uses of the hospital sustainability program special fund; increasing various hospital sustainability fee caps; requiring DHS to consult and negotiate with the hospital trade association regarding fee participation and rates; clarifying when the hospital sustainability fee shall be discontinued and the distribution of remaining funds; repealing the sunset dates of Act 217, SLH 2012, and Act 123, SLH 2014, to make the program permanent and permanently exempting the program from the central service and administrative expenses assessments; and appropriating funds out of the special fund. RELATING TO WORKFORCE DEVELOPMENT.

Establishes the state YouthBuild program to assist nonprofit and public entities in applying and qualifying for federal YouthBuild program grants. Authorizes the department of labor and industrial relations to award grants to eligible nonprofit or public entities to meet the matching funds requirement for federal YouthBuild grant awards. RELATING TO LEASEHOLD CONVERSION.

Excludes from taxation one hundred per cent of the gain realized by a fee simple owner from the sale of a leased fee interest in units within a condominium project, cooperative project, or planned unit development to the association of apartment owners or the residential cooperative housing corporation of the leasehold units. Applies to taxable years beginning after 12/31/2022 and does not apply to taxable years beginning after 12/31/2029. Effective 7/1/3000. (HD1)

RELATING TO FAMILY.

Establishes an exemption from mediation in paternity proceedings where there are allegations of domestic abuse if the party alleging domestic abuse does not wish to participate. Prohibits a mediator from engaging in mediation where there are allegations of domestic abuse unless certain requisites are met. Prohibits a court from requiring mediation in paternity proceedings if there is a temporary restraining order or a protective order in effect and the party alleging domestic abuse does not wish to participate. Allows the court to order mediation in paternity proceedings where there are allegations of domestic abuse but there is no temporary restraining order or no protective order, under certain circumstances. Replaces the term "family violence" with "domestic abuse" in section 58041.5, HRS.

RELATING TO ADDRESS CONFIDENTIALITY.

Changes the governmental entity responsible for the administration of the address confidentiality program from the office of the lieutenant governor to the department of the law enforcement. Authorizes the department of law enforcement to contract the services of a third party to administer certain services of the program. Appropriates funds for the address confidentiality program. RELATING TO TEACHER LOANS.

Establishes a teacher loan program to encourage individuals to become teachers in hard-to-fill positions of department of education schools. Allows the loan to be forgiven after five years of teaching in a hard-to-fill position. Establishes a similar teacher loan program for public charter schools. Effective 6/30/3000. (HD1)

RELATING TO MINORS.

Grants a circuit court, when sentencing a minor for a criminal offense or adult convicted of a felony criminal offense that was committed before reaching the age of majority, the discretion to impose a sentence that includes a period of incarceration that is as much as fifty per cent shorter than any mandatory minimum and, in certain cases, decline to impose a mandatory enhanced sentence.
