Ensures that state and county planning efforts for the delivery of services to the aged or disabled share budgets, data, insights, strategies, goals, and definitions of success and recommendations. Reforms and improves the timely movement of funding and approvals to ensure that there are no delays in the delivery of services.

Establishes Transit-Oriented Development Community Districts within the Hawaii Community Development Authority (HCDA) to develop districts along certain rail stations in the Honolulu rail station transit corridor. Allows the HCDA to enter into public-private partnerships for a lease-back arrangement of lands and coordinate activities outside of the district, including construction.
Authorizes the issuance of employer-sponsored high deductible health plans, if certain conditions are met. Requires maintenance of health savings accounts in conjunction with high deductible health plans. Specifies that employers and insurers that buy or sell high deductible health plans remain subject to the Prepaid Health Care Act.

Provides that any person violating the child care provisions of Chapter 346, Hawaii Revised Statutes, shall be guilty of a class C felony. Increases the fines related to the violations. (HB1287 HD1)
Expands the qualifying age for the preschool open doors program to children four years old and younger.
Directs the Department of Health, in collaboration with the Judiciary, to create and maintain a directory of reintegration programs and services for incarcerated or formerly incarcerated individuals with an emphasis on culturally based programs and services for Native Hawaiians.
