RELATING TO TAXATION.

Requires that revenue estimates provided by DOTAX to the legislature or to any executive or administrative office be accompanied by a description of the methodology used and assumptions made in providing the estimate. Requires that the estimate and description be open to public disclosure.

RELATING TO LAND USE.

Upon approval by county land use decision-making authority, and with concurrence from Land Use Commission, requires boundary amendments reflected in certain plans to be adopted in accordance with such approved plans. Increases housing inventory by prioritizing funding for public infrastructure in areas of planned growth.

RELATING TO SPEEDY TRIAL.

Creates a statutory right of victims and witnesses of sexual offenses under part V of chapter 707, HRS, to a speedy trial in criminal cases involving adult defendants.

RELATING TO HUMAN SERVICES.

Requires DHS to administer a 2-year drug screening and testing pilot program for applicants and recipients of temporary assistance for needy families benefits. Allows applicants and recipients to receive benefits if the applicant submits proof of entry into substance abuse treatment and later provides proof of successful completion of the program. Sunsets on 6/30/2020.

RELATING TO NURSE AIDES.

Adds dementia training and a passing score on an examination on that training as an option for the recertification of nurse aides working in state-licensed and state-certified health care settings other than medicare or medicaid certified nursing facilities.

RELATING TO TAXATION.

Increases the general excise and use tax by 0.5% for 6 years to provide a dedicated funding source for the department of education and programs of the department of human services addressing homelessness.

RELATING TO DENTAL HYGIENISTS.

Clarifies the requirements for dental hygienists to practice under the general supervision of a dentist, including requiring that the dental hygienists complete 1 year of employment, complete 4 hours of medical emergency coursework, and retain various certifications and other documents at each office of employment. Requires the supervising licensed dentist to have written emergency protocols and authorization for the general supervision of dental hygienists; to limit the number of generally supervised dental hygienists to 3; and not take a leave of more than 15 days from the office where a dental hygienist practices.

RELATING TO DOMESTIC VIOLENCE.

Establishes that a 2nd offense that occurs within 5 years, rather than 1 year, of the 1st conviction of the offense of abuse of a family or household member is a misdemeanor and the person shall be termed a "repeat offender". Establishes that a 3rd or subsequent offense that occurs within 5, rather than 2, years of a 2nd or subsequent conviction of the offense is a class C felony and allows the prosecution to use prior convictions of the offense of abuse of a family or household member as evidence in the instant offense committed by a repeat offender. Requires the court to order the defendant to be immediately incarcerated to serve the mandatory sentence imposed for failure to complete the domestic violence intervention program or violation of any other condition of a sentence imposed pursuant to a deferred acceptance of guilty plea or nolo contendere plea. Requires the judiciary, in cooperation with the prosecutor and police department of each county, to annually compile and report on statistics regarding arrests, charges, convictions, and other dispositions based on the offense of abuse of a family or household member. Repeals and reenacts the offense of abuse of a family or household member on 6/30/2021.
