Establishes a 5-year social workers for public safety pilot program in the department of public safety, or its successor agency. Authorizes social workers or human service professionals to accompany law enforcement officers in responding to incidents where a person may be unsheltered, substance addicted, or mentally impaired. Requires interim reports and a final report to the legislature. Appropriates funds for the pilot program, including positions. Sunsets 7/1/2026. Effective 6/30/3000. (HD1)

Makes various updates to the hospital sustainability program, including amending the definition of "private hospital"; clarifying the uses of the hospital sustainability program special fund; increasing various hospital sustainability fee caps; requiring DHS to consult and negotiate with the hospital trade association regarding fee participation and rates; clarifying when the hospital sustainability fee shall be discontinued and the distribution of remaining funds; repealing the sunset dates of Act 217, SLH 2012, and Act 123, SLH 2014, to make the program permanent and permanently exempting the program from the central service and administrative expenses assessments; and appropriating funds out of the special fund. Provides employed individuals with up to 8 weeks of paid family leave during the 1st year after birth of the individual's child, adoption of a child by the individual, or placement of a child with the individual through foster care, and 8 weeks of paid family leave to care for the individual's family member having a serious health condition during any benefit year, paid through an employer-based private insurance program currently used to provide for temporary disability benefits. Specifies that private employers having fewer than 200 employees shall not be required to provide family leave and family leave benefits. Repeals chapter 398, HRS. Appropriates funds to the Department of Labor and Industrial Relations. Sections 1-28 effective 7/1/2025.
Amends Act 162, SLH 2022, to extend the sunset date for the early lung cancer screening task force and extend the date for the task force to submit reports to the legislature. Appropriates funds. Effective 6/30/3000. (HD1)

Amends the dispensary program licensing fee structure. Adds or clarifies signage, manufactured cannabis product, packaging, escort, and background check requirements for the medical cannabis dispensary program. Establishes annual reporting requirements to increase public transparency regarding the medical cannabis registry program. Makes various housekeeping amendments.
Requires the state auditor to study the feasibility of providing health benefits to state and county employees using a self-insured model. Appropriates funds. Establishes the rate stabilization reserve fund. Caps employer contributions to the other post-employment benefits trust fund. Provides for the use of portions of any other revenues collected on behalf of the public employer or held by the State to supplement deficient public employer contribution amounts.
Establishes a three-year surcharge on the liquor tax. Repeals 06/30/2026.
Establishes within the Department of Human Services a 4-year pilot program to provide housing and child care vouchers to qualified applicants who will soon complete, or have recently completed, a term of imprisonment as a sentenced offender, and who have or will have sole or primary custody of 1 or more children under the age of 18. Requires a voucher recipient to be employed at least 20 hours per week or be employed and attend an educational program for a combined total of at least 20 hours per week. Requires reports to the Legislature. Appropriates funds.
