RELATING TO GRANTS.

Authorizes the department of human services to appoint an existing employee to apply for and manage grants, request grant writing assistance from other state agencies, or contract or employ a dedicated capture manager for this purpose. RELATING TO HEALTH.

Authorizes physician assistants to sign orders for respiratory therapy and plans of care. Expands the class of health care providers under whom respiratory therapists may practice respiratory care to include physician assistants and advanced practice registered nurses. Effective 6/30/3000. (HD1)

RELATING TO GAMING.

Authorizes a 10-year license for 1 poker and sportsbook gaming facility in a special district designated for tourism in a county with over 500,000 residents that is not in a hotel. Allows admission for individuals 21 years of age or older who register to stay at a hotel on Oahu and pay an annual fee. Establishes the Hawaiʻi gaming control commission. Imposes wagering tax on gross receipts. Creates the state gaming fund and compulsive gambler program.

RELATING TO CHILD CARE.

Establishes a two-year infant and toddler child care contracted slots pilot program to develop and implement procedures to subsidize child care slots in licensed infant and toddler child care settings. Requires reports to the legislature.

RELATING TO INCREASED INTERAGENCY COORDINATION AND COLLABORATION BETWEEN COUNTY LAW ENFORCEMENT AGENCIES AND SOCIAL SERVICE PROVIDERS.

Requires county police departments to provide training, in collaboration with the Department of Health and University of Hawaiʻi, to officers having contact with individuals experiencing homelessness, behavioral health issues including substance use, or mental health issues. Appropriates funds for coordinated and collaborative activities including training, referrals to service providers, and technical assistance. Requires reports to the Legislature.

RELATING TO HUMAN SERVICES.

RELATING TO PERSONS WORKING WITH CHILDREN.

Establishes rules of ethics applicable to persons who are contracted, subcontracted, assigned, delegated, ordered, appointed, or in any other act allowed by a state agency to work with children. Establishes additional procedures with respect to fees, candor and fairness before a tribunal, standards of proof, and a complaint filing process. Specifies that the contracts of any person who violates the rules of ethics are voidable on behalf of the State.

RELATING TO DENTISTS AND DENTAL HYGIENISTS.

Adds "community health center" to the list of eligible organizations at which those with a community service license may practice. Allows dental hygiene and dental college graduates who have graduated from educational programs recognized by the American Dental Association Commission on Dental Accreditation to apply for temporary or community service licenses. Expands eligibility for a community service license to practice dentistry to those candidates who have passed the Integrated National Board Dental Examination within five years of the date of request. Effective 6/30/3000. (HD1)
