RELATING TO CHILD CARE.

Requires the department of human services to develop an infant and toddler child care worker subsidy pilot program to assist in retaining qualified child care workers in licensed infant and toddler child care centers. Appropriates funds. Sunsets 6/30/2026. Effective 6/30/3000. (HD1)

RELATING TO INTOXICATING LIQUOR.

Requires the Liquor Commission to record all complaints against any licensee, regardless of whether the complaint is filed during or after the occurrence of the violation. Requires the Liquor Commission to review the history of complaints against any applicant at the time of application for a new license or renewal of an existing license.

RELATING TO SCHOOL MEALS.

Beginning with the 2023-2024 school year, requires public schools to provide free breakfast and lunch to all enrolled students. Appropriates funds.

RELATING TO SEARCH AND RESCUE.

Requires government entities to seek reimbursement for all or a portion of search or rescue expenses for persons who require rescue after leaving a hiking trail to enter an area closed to the public or hiking on a trail closed to the public, with a sign giving notice of the closure. RELATING TO TRANSPORTATION.

Specifies that a government agency does not assume ownership or jurisdiction over a disputed road solely through maintenance or repair activities. Authorizes the State to transfer ownership of roads in favor of counties by quitclaim if requested by the county. Effective 6/30/3000. (HD1)

RELATING TO LIABILITY.

Provides that the State or a county that repairs or maintains a street of which the ownership or jurisdiction is in dispute between the State and the county shall be immune from liability for personal injuries or property damage arising out of the repair or maintenance of that street. Deems that maintenance of a street shall not confer ownership or jurisdiction over such street if the ownership or jurisdiction over the street is in dispute between the State and the county. RELATING TO TAXATION.

Establishes a refundable job creation income tax credit for employers who increase the number of full-time employees in the State and make certain capital investment expenditures. Effective 6/30/3000. (HD1)

RELATING TO CAPITAL GAINS.

Increases the capital gains tax threshold from 7.25 per cent to 9 per cent. Increases the alternative capital gains tax for corporations from 4 per cent to 5 per cent. Applies to tax years beginning after 12/31/2022. Effective 6/30/3000. (HD1)
