RELATING TO AFFORDABLE HOUSING.

Provides that an exemption from the general excise tax established by section 201H-36, Hawaii Revised Statutes, that has been approved by the Hawaii housing finance and development corporation shall be provided once the qualified person or firm has filed or recorded the regulatory agreement in land court or the bureau of conveyances, whichever is appropriate.

RELATING TO FIREARMS.

Prohibits the manufacture, possession, sale, barter, trade, gift, transfer, or acquisition of detachable ammunition magazines with a capacity in excess of ten rounds, regardless of the type of firearm with which the magazine is compatible. Allows possession of large-capacity magazines that were legally possessed prior to the effective date of this Act. Allows acquisition by means of inheritance of large-capacity magazines that were legally in possession prior to the effective date of this Act. Allows possession and use by law enforcement agencies and officers. Allows the use of blank-fire assault weapons and detachable ammunition magazines with a capacity in excess of ten rounds for use solely as props for motion picture film or television program production when authorized by the chief of police of the appropriate county and not in violation of federal law. RELATING TO CRIMINAL OFFENSES AGAINST SENIORS.

Lowers the age at which enhanced penalties apply for crimes against seniors from sixty-two years of age to an unspecified age. Makes commission of certain criminal offenses against a senior's person or property applicable regardless of the perpetrator's knowledge of the senior victim's age. Effective 7/1/2050. (HD1)

RELATING TO AFFORDABLE HOUSING.

Requires a county agency having jurisdiction over planning and permitting, in any county with a population of 500,000 or more, to determine whether certain affordable housing development projects shall be exempt from the State's environmental impact statement laws pursuant to chapter 11-200.1, subchapter 8, Hawaii Administrative Rules.
