Authorizes the board of land and natural resources to provide shoreline encroachment easements that do not exceed 10 years to landowners having structures that encroach on the shoreline. Requires the board of land and natural resources to adopt rules that establish a policy and procedure for the granting or renewal of shoreline encroachment easements. Requires the adopted policy to consider the impact of expected sea level rise on the encroaching structures. Prohibits the granting of any new shoreline encroachment easements until the new policy is adopted.

Reduces from 500 feet to 100 feet the buffer zones for commercial hemp production and processing. Authorizes hemp to be grown at a residential property under the control of a person licensed under federal law to produce hemp. Repeals authorization from the state department of agriculture as a prerequisite to transport hemp. Authorizes commercial hemp producers to sell whole, unprocessed hemp leaves to consumers, subject to certain requirements. Requires labels that disclose that leaves and hemp products were from hemp grown in the State. Replaces the referenced testing standard authority on labels for hemp products.

Clarifies implied consent law to make an exception for giving a breath, blood, or urine test pursuant to a search warrant or any other basis permissible under the Constitution of the State of Hawaii and state law.

Requires that the Hawaiian version of a law be held binding if the law in question was originally drafted in Hawaiian and then translated into English.

Requires persons applying for a commercial marine license to appear in person before DLNR. Prohibits DLNR from issuing or renewing a commercial marine license to an alien crew member who has not been granted permission to land temporarily by federal law. Requires a DLNR permit for black coral taken within the jurisdiction of the State for commercial purposes.

During a state of emergency or local state of emergency, provides parameters for delegation of powers and scope and duration of suspension of laws. Provides an advise and consent process for an emergency proclamation to extend beyond one hundred twenty days. Provides a legislative means for an emergency proclamation to be terminated.

Requires the prosecuting attorney to initiate forfeiture proceedings against real property used in promoting gambling in the first degree when any owner of the real property has been convicted of 3 or more separate incidents of promoting gambling in the first degree.

Extends by three years the requirement that the department of health furnish, free of charge, certified copies of birth certificates for any individual who is homeless, provided the individual's homeless status is corroborated by a verification letter issued by a homeless service provider. Repeals June 30, 2024.

Allows the raising of the building height limit for two of the six parcels owned by the office of Hawaiian affairs in the Kakaako makai area to four hundred feet. Lifts the current restriction against residential development in Kakaako makai to allow residential development by the office of Hawaiian affairs or by third parties to which the office of Hawaiian affairs conveys the parcels.

Allows home-schooled, high school-age students to participate as unattached competitors in individual sports available to the public school that the student would otherwise be required to attend.
