Establishes a telework tax credit for employers who allow telework for at least thirty per cent of their employees. Applies to taxable years beginning after 12/31/20.
Requires the Department of Health to contract with a nonprofit animal rescue group to oversee caretakers of feral cats and mongooses. Exempts registered caretakers of feral cats and mongooses from state laws and county ordinances relating to the feeding and confinement of cats and mongooses. Establishes a trap-sterilize-return process.
Authorizes advanced practice registered nurses, in addition to physicians, to practice medical aid in dying in accordance with their scope of practice and prescribing authority. Authorizes psychiatric mental health nurse practitioners, in addition to psychiatrists, psychologists, and clinical social workers, to provide counseling to a qualified patient. Reduces the mandatory waiting period between oral requests from twenty days to fifteen days. Waives the mandatory waiting period for those terminally ill individuals not expected to survive the mandatory waiting period.
Specifies that plans of correction and the status of corrective actions for care facilities shall be added to reports by the department of health within five working days. Clarifies, for reporting purposes, that the conclusion of an inspection occurs after the initial visit to a facility is completed.
Part I: Establishes the clean energy and energy efficiency revolving loan fund. Repeals the building energy efficiency revolving loan fund. Authorizes moneys in the green infrastructure special fund to be used to finance the option to purchase solar systems and other clean energy equipment, including the purchase or lease of electric vehicles. Appropriates funds out of the clean energy and energy efficiency revolving loan fund. Part II: Replaces the Department of Business, Economic Development, and Tourism with the Hawaii Green Infrastructure Authority as the administering agency for the motion picture, digital media, and film production income tax credit.
Specifies that the $1,000,000 of transient accommodations tax revenues currently allocated to operate a Hawaiian center and the museum of Hawaiian music and dance may also be used to plan, design, and construct these facilities at an unspecified location.
Authorizes the Office of Hawaiian Affairs to seek construction of hotels in Kakaako Community Development District owned by the Office of Hawaiian Affairs. Requires a public hearing prior to submission by the Office of Hawaiian Affairs to the Hawaii Community Development Authority of any plan or proposal for any hotel.
Requires the department of land and natural resources, in conjunction with the counties, to develop an invasive species flood control plan to prevent, contain, and mitigate hazardous tree growth impacting streams and waterways. Requires submittal of the plan to the legislature prior to the 2022 regular session.
Requires agencies that collect receipts for any disposition of the public land trust shall each fiscal quarter transfer to the department of Hawaiian home lands or the Office of Hawaiian Affairs twenty per cent of each receipt from the disposition. Returns to the Office of Hawaiian Affairs certain moneys previously claimed as public land trust overpayments to the office. Establishes a public land trust revenues negotiating committee.
Establishes the office of Hawaiian affairs' pro rata share of the funds derived from the public land trust. Requires the department of land and natural resources to provide an annual accounting of receipts from public land trust lands.
