RELATING TO CLEAN AND SOBER HOMES.

Requires clean and sober homes with five or more residents to obtain a conditional use permit issued by a county agency. Requires, rather than permits, the Department of Health to establish a clean and sober homes registry and requires the Department to conduct unannounced visits and inspections of homes on the registry.

RELATING TO MEDICAL SCHOOL TUITION.

Requires graduates of the University of Hawaii John A. Burns School of Medicine who have paid in-state tuition to serve as a physician in the State for at least 2 years following their medical residency or fellowship. Begins with the class of 2029.

RELATING TO LIQUOR LAW VIOLATIONS.

Establishes enhanced penalties for multiple violations of the same liquor law by licensees in a county with a population of 500,000 or more, under certain circumstances.

RELATING TO HOUSING.

Requires, for tenancies greater than 90 days, a landlord to notify a tenant of any intent to raise the rent for any subsequent rental agreement or any intent to terminate a rental agreement 60 days before the expiration of the original rental agreement. Requires 90 day's notice for a landlord or tenant to terminate tenancies of three years or more and 60 days' notice to terminate tenancies of less than three years, with certain exceptions. Increases the amount of notice required to terminate tenancies that are less than month-to-month. Effective 7/1/3000. (HD1)

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY.

Adds the Chairperson of the Hawaiian Homes Commission or the Chairperson's designee to the Hawaii Community Development Authority. Considers the Chairperson in determining quorum and majority and makes the Chairperson eligible to vote on matters affecting the Kalaeloa Community Development District.

RELATING TO RESTRICTIONS ON THE TRANSFER OF REAL PROPERTY UNDER CHAPTER 201H, HAWAII REVISED STATUTES.

RELATING TO THE HAWAII CHILD NUTRITION PROGRAMS.

Transfers the Hawaii Child Nutrition Programs Agency from the Department of Education to the Department of Agriculture and codifies its establishment.
