RELATING TO PROPERTY RIGHTS.

Establishes a procedure for immediately removing an unlawful occupant of a dwelling or premises with assistance from law enforcement. Provides that an unlawful occupant of a dwelling or premises is civilly liable for unpaid utility bills. Provides that a person who trespasses in or upon a dwelling or premises and intentionally or knowingly damages property in an amount exceeding $999 commits a felony of criminal property damage in the second degree. Requires the Department of the Attorney General to develop, publish, and make available a complaint form to remove unlawful occupants of residential dwellings. Effective 7/1/3000. (HD1)

RELATING TO INSURANCE.

Imposes insurance coverage as a prerequisite for the operation of electric bicycles in a county with a population of five hundred thousand or more. Establishes a regulatory framework for electric bicycle insurance. Effective 7/1/3000. (HD1)

RELATING TO HISTORIC PRESERVATION.

Redefines "historic property" with respect to the State Historic Preservation Program. Deletes the requirement for an application for a proposed project on an existing privately-owned single-family detached dwelling unit to have a historic preservation review if the unit or townhouse is over fifty years old.

RELATING TO WORKERS' COMPENSATION.

Establishes a payment rate not to exceed cost plus forty per cent for nonprescription drugs, over-the-counter drugs, or nonlegend drugs for workers' compensation purposes, subject to certain conditions. Effective 7/1/3000. (HD1)

RELATING TO LICENSE PLATES.

Prohibits the operation of a motor vehicle with, possession, purchase, installation, sale, offer for sale, or distribution of license plate flipping devices. Establishes a minimum fine of $250 and a maximum fine of $2,000 for each separate violation. Effective 7/1/3000. (HD1)

Requires the Department of Human Services to establish and implement a Child Care Provider Subsidy and Bonus Program to provide subsidies to retain the existing child care workforce in licensed infant and toddler child care centers, group child care centers, and group child care homes and bonuses to registered family child care homes.
