RELATING TO HEALTH.

Authorizes psychiatrists and advanced practice registered nurses to file a petition to initiate the administrative authorization process in cases where the patient objects to treatment and is not in the custody of the director or involuntarily committed to a psychiatric facility.

RELATING TO PUBLIC SAFETY.

Requires and appropriates moneys for the provision of free voice communication services in the State's youth and adult correctional facilities. Prohibits state agencies from deriving revenue or financial benefits from the provision of communication services to persons confined in state correctional facilities. Appropriates funds for the Hawaii state automated victim information and notification program. (HD1)

RELATING TO SOCIAL SERVICES.

Increases the monthly needs allowance from $50 to an unspecified amount. Clarifies that the needs allowance is not intended to replace or affect funds received from the federal supplemental security income program. Requires certain long-term care facility operators to pay for generic toiletries, linens, and meals and snacks. Requires the department of human services to perform an annual review of the needs allowance. Appropriate funds. Effective 6/30/3000. (HD1)

RELATING TO KUPUNA HOUSING.

Temporarily expands the state rent supplement program to specifically target qualified individuals who are sixty-two years of age or older and are homeless or at imminent risk of becoming homeless. Requires HPHA to submit annual reports to the legislature. Appropriates funds. Repeals 6/30/2026. Effective 7/1/3000. (HD1)

RELATING TO THE STATE ARCHIVES.

Expands the uses for the state archives preservation and long-term access special fund from the preservation of and long-term access to government records only, to include photographic, phonographic, and audio-video records and collections that have a unique historical value or are related to Hawaii's diverse ethnic and indigenous cultures. Establishes additional funding sources for, and authorizes additional expenditures of moneys from, the state archives preservation and long-term access special fund. Appropriates moneys. Establishes the shade and fruit tree program in the department of education to support educational activities and encourage propagation of native shade trees or fruit trees for planting in department schools. RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY.

Appropriates funds to the Hawaii public housing authority for the repair, renovation, improvements, and maintenance of dwelling units at federal and state low-income public housing projects.
