RELATING TO CHAPTER 245, HAWAII REVISED STATUTES.

Increases the excise tax imposed on large cigars from fifty to seventy per cent of the wholesale price of any large cigar sold by a wholesaler or dealer on and after January 1, 2018, whether or not sold at wholesale, or if not sold then at the same rate upon the use by the wholesaler or dealer.

RELATING TO HEALTH.

Requires all limited service pregnancy centers to accurately disclose availability and enrollment information for reproductive health services. RELATING TO ENERGY MODERNIZATION AT THE DEPARTMENT OF EDUCATION.

Requires PUC to: (1) Study and determine a reasonable microgrid rate schedule, based on specified goals, that DOE may charge to users of its microgrid; (2) Study and determine a fair and reasonable amount that an electric utility company may assess DOE for using the electrical infrastructure of the electric utility company or any electricity produced by the electric utility company, if applicable; and (3) Establish oversight policies for any microgrid projects that DOE may establish that extend beyond lands and buildings owned and controlled by DOE. RELATING TO LABOR.

Requires employers of twenty-five or more food establishment workers to provide the workers with paid time off for illness, treatment, and preventive medical care of the worker and the worker's spouse, children, parents, and grandparents and for treatment arising from domestic violence or sexual assault. RELATING TO IN VITRO FERTILIZATION INSURANCE COVERAGE.

Removes discriminatory requirements for mandatory insurance coverage of in vitro fertilization procedures to create parity of coverage for same-sex couples, unmarried women, and male-female couples for whom male infertility is the relevant factor.

RELATING TO CHILD CARE FACILITIES.

Requires the Department of Human Services to post on its website, reports of child care facility inspections and corrective actions taken by the facility. Requires annual reporting to the Legislature on records and actions involving violation complaints. Appropriates funds. (HB673 HD1)

RELATING TO CANCER PATIENTS.

Requires insurance coverage for embryo, oocyte, and sperm cryopreservation procedures to preserve the fertility of adults diagnosed with cancer who have not yet started cancer treatment.

RELATING TO MARIJUANA.

Authorizes the interisland transportation of marijuana by medicinal marijuana patients and primary caregivers. Requires Departments of Health and Transportation to adopt rules according to chapter 91 regarding interisland transportation of marijuana. (HB836 HD1)
