RELATING TO IMPROVING ACCESS TO PSYCHIATRIC CARE FOR MEDICAID PATIENTS.

Specifies that coverage for telehealth under the State's medicaid managed care and fee-for-service programs includes psychiatric services delivered via telehealth through a behavioral health care manager who is present in a primary health care provider's office. Takes effect 7/1/2075. (SD1)

RELATING TO HEALTH.

Part I: changes the name of the board of dental examiners to the board of dentistry and dental hygiene; beginning on 7/1/2018, changes the board composition by increasing dental hygienist representation and ensuring Oahu and neighbor island representation among dental hygienist members. Part II: clarifies the allowable and prohibited practices requirements for dental assistants; clarifies that rules shall not infringe upon, overlap with, or conflict with the duties and scope of practice for licensed professionals; and prohibits persons from employing, directing, or ordering a dental assistant or other person to perform services or procedures within the scope of practice of dental hygiene. RELATING TO YOUTH.

Requires the Office of Youth Services to coordinate a two-year Safe Places for Youth Pilot Program in partnership with private organizations to coordinate a network that youth can access for safety and where youth can obtain advice, guidance, programs, and services. Establishes a Safe Places for Youth Pilot Program Coordinator position. Requires a report to the Legislature. Appropriates funds. (SD1)

RELATING TO INSURANCE.

RELATING TO SCHOOL-BASED HEALTH SERVICES.

Formally establishes the Hawaii Keiki: Healthy and Ready to Learn Program within the Department of Education. Establishes a dedicated special fund and positions within the Departments of Education, Health, and Human Services to support the program. Makes appropriations. Effective 7/1/2090. (SD2)

RELATING TO EMPLOYEES.

Requires each state government branch to establish a shared leave program for state employees. Allows the chief executive of a county to establish a shared leave program for county employees. Precludes a state government branch from prohibiting leave sharing between different departments or bargaining units because of administrative infeasibility. Clarifies that an employee's designation of beneficiary statement may be filed with the department where the employee is employed and eliminates the requirement that it be a verified written statement. RELATING TO ENERGY MODERNIZATION AT THE UNIVERSITY OF HAWAII SYSTEM.

Requires UH to develop a microgrid plan for one demonstration project at any property on Oahu owned, leased, or controlled by UH. Authorizes UH to select the location for the project. Requires UH to collaborate with the local electric utility. Requires quarterly status reports to the legislature. Requires UH to submit the microgrid plan to the legislature prior to the regular session of 2019. Defines "microgrid". Effective 7/1/2050. (SD2)

RELATING TO GREEN INFRASTRUCTURE.

Establishes the Clean Energy Savings Jump Start Program and Clean Energy Savings Jump Start Fund. Establishes the Energy Storage System Rebate Program as a three-year pilot program and requires the Green Infrastructure Authority to submit annual reports to the legislature on the program's progress and activities.
