Requires the Auditor to conduct a management and financial audit of the Agribusiness Development Corporation.

Requires a health care professional or pharmacist who dispenses any opioid drug to include with the drug instructions for disposing of any unused portion, along with a pre-addressed envelope or package that can be used to mail any unused portion to a medication disposal program in the State at no cost to the person to whom the drug was dispensed.
Appropriates funds for the Office of the Governor to award the Aloha Order of Merit to highly accomplished honorees who have provided extraordinary service to the State.

Amends policies and objectives related to coastal zone management to reduce residential exposure to coastal hazards and protect state beaches and public shoreline access. Requires that the Department of Land and Natural Resources in consultation with the Department of Human Services, post signs in parks and beaches from Kalaeloa to Makaha displaying telephone numbers and hotline numbers of county and state agencies that assist homeless individuals. Appropriates funds.
