RELATING TO ELECTRONIC SMOKING PRODUCTS.

Establishes the offense of unlawful shipment of e-liquid products. Includes e-liquid and electronic smoking devices containing e-liquid within the definition of "tobacco products", as used in the cigarette tax and tobacco tax law. Allocates a portion of funds collected from excise taxes on tobacco products to health education and prevention programs about the risks and dangers of the use of electronic smoking devices for youth. Repeals certain provisions of the Hawaii Revised Statutes relating to electronic smoking devices. Effective 7/1/2050. (HD1)

RELATING TO HEALTH.

Regulates cannabidiol under the department of health to be consistent with the Hawaii Food, Drug, and Cosmetic Act. Allows licensees under the industrial hemp pilot program to market their products to the consumer market in a manner that is regulated and tested for safety, purity, and potency. Effective 7/1/2050. RELATING TO MEASUREMENT STANDARDS.

Prohibits certain food labeling practices with regard to foods with non-genetically-modified-organisms, organic foods, and gluten-free foods. Effective July 1, 2150. (HD1)

RELATING TO FIREWORKS.

Increases fees imposed upon importers, wholesalers, storage sites, and retailers for licenses on fireworks. Authorizes counties to use fees for costs related to inspecting shipped containers of aerial devices when they are opened.

RELATING TO HEALTH.

RELATING TO THE AGRIBUSINESS DEVELOPMENT CORPORATION.

Requires at least fifty percent of crops developed by Agribusiness Development Corporation (ADC) to be distributed to local markets, and requires at least fifty percent of lands managed by ADC to be leased for operations that support local food production. Specifies ADC annual reporting requirements and requires an audit of ADC.

RELATING TO COUNTY SIDEWALKS.

Requires that any county-owned street along which are six or more homes include one or more sidewalks. Provides grants-in-aid to the counties for the purpose of building sidewalks along existing county-owned streets.
