RELATING TO ASTHMA.

RELATING TO UNATTENDED ANIMALS IN MOTOR VEHICLES.

Limits civil and criminal liability for persons who remove unattended animals from motor vehicles that are in physical danger if the actions are reasonable, in good faith, and in accordance with other requirements. Effective 6/30/3000. (HD1)

RELATING TO THE WATER POLLUTION CONTROL SPECIAL FUND.

Establishes the water pollution control special fund to collect fees formerly deposited to the state general fund to create a supplemental source of funding to implement and enforce water quality management as implemented in permits, certifications, and variances. Appropriates funds to be used by the department of health for the purposes of the water pollution control special fund. Effective 6/30/3000. (HD1)

RELATING TO THE HAWAII HISTORIC PRESERVATION SPECIAL FUND.

Clarifies that the Hawaii historic preservation special fund may be used to repair and maintain historic properties, except properties maintained through a separate, dedicated funding source. Establishes a grant program to assist owners of certified historic structures that are privately owned who do not qualify for the historic preservation income tax credit pursuant to section 235-110.97, HRS. Effective 6/30/3000. (HD1)

RELATING TO VISITOR IMPACT FEES.

Establishes a visitor impact fee program within the Department of Land and Natural Resources, through which the department will collect a fee for a license to visit a state-owned park, forest, hiking trail, or other state natural area, as designated by rule by the Board of Land and Natural Resources. Establishes, and appropriates moneys into and out of, the visitor impact fee special fund. Requires the department of business, economic development, and tourism to conduct a study on the potential revenues expected to be generated by the visitor impact fee program. Effective 6/30/3000. RELATING TO ADVISORY COMMITTEES.

Renames the statewide and county-level voters with special needs advisory committees as the elections accessibility needs advisory committees. Amends the composition of the advisory committees to include members with disabilities, not just those with physical disabilities. Effective 6/30/3000. (HD1)

RELATING TO GENERAL EXCISE TAX EXEMPTIONS.

RELATING TO HEMP SPECIAL FUND.

Renames the industrial hemp special fund as the hemp special fund and allows the fund to be utilized for the department of agriculture's responsibilities regarding hemp. Effective 6/30/3000. (HD1)
