Adds to the membership of the state fire council, and to the membership of advisory committees that the council may appoint, representatives from the Hawaii state aircraft rescue fire fighting unit and the division of forestry and wildlife of the department of land and natural resources to reflect all nonfederal fire fighting agencies in the State. Amends the definition of "fundraiser" under the election law relating to the notice of intent for fundraisers and fundraising events.
Amends the information in the statement of expenditures reports that lobbyists and other individuals are required to file with the Hawaii state ethics commission to include the identity, by bill number, resolution number, or other similar identifier, of the legislative or administrative action that was commented on, supported by, or opposed by the person filing the statement.
Requires the campaign spending commission to serve preliminary determinations of probable cause via first-class mail, instead of certified mail. Establishes a presumption of receipt when the preliminary determination is mailed to the address contained in a candidate or committee organizational report.
Requires a lobbyist training course to be designed and administered by the state ethics commission. Makes the lobbyist training course mandatory for all lobbyists who are required to register and renew their registration with the state ethics commission. Imposes administrative fines for violations. Effective 7/1/2024.
Prohibits lobbyists from making prohibited gifts to legislators and state employees. Imposes administrative fines for violations.
Reinstates Governor's authority to transfer funds to cope with the effects of natural disasters, for operating purposes, or to supplement the department of land and natural resources' fire fighter's contingency fund. Effective 6/30/3000. (HD1)
Clarifies that the Governor's and mayors' emergency management powers shall be consistent with the state constitution. Clarifies the scope of the comprehensive emergency management plan. Clarifies the powers of the Governor and mayors to extend or terminate a state of emergency. Specifies the status and the allowable uses of Major Disaster Fund moneys, including increasing the amount of the additional funds that may be made available for the purpose of matching federal disaster relief fund from $5,000,000 to $10,000,000. Shortens the duration of price control periods from ninety-six hours to seventy-two hours. Defines the term "severe warning", clarifying that entities other than the National Weather Service issue warnings that may require the activation of the emergency management system. Increases the balance that may be retained in the Public Utilities Commission Special Fund at the end of each fiscal year from $1,000,000 to $3,000,000.
Amends Act 162, SLH 2022, to extend the sunset date for the early lung cancer screening task force and extend the date for the task force to submit reports to the legislature. Appropriates funds. Effective 6/30/3000. (HD1)
