RELATING TO ELECTIONS.

Requires the office of elections to prepare a voter information guide that includes candidate statements and statements on ballot questions. Appropriates funds to the department of the attorney general, legislative reference bureau, and counties for the preparation of the ballot analyses. Appropriates funds to the office of elections for the preparation and distribution of the voter information guides.

RELATING TO TAX INCREMENT BONDS.

Conforms state debt limit statements law to include tax increment bonds if a constitutional amendment authorizing the use of such bonds and excluding such bonds from determinations of the Counties' funded debt is ratified.

RELATING TO EXPUNGEMENT.

Requires courts to, upon written request, expunge records of convictions for (1) operating a vehicle after consuming a measurable amount of alcohol while under the age of twenty-one and (2) certain property offenses, if the sentencing occurred prior to 1998.

RELATING TO MANDATORY LOBBYIST TRAINING.

Requires a lobbyist training course to be designed and administered by the state ethics commission. Makes the lobbyist training course mandatory for all lobbyists who are required to register and renew their registration with the state ethics commission. Imposes administrative fines for violations. Effective 7/1/2024.

RELATING TO INSURANCE.

Amends various provisions of title 24 of the Hawaiʻi Revised Statutes (HRS) to update and improve existing provisions. Adds a Health Insurance Administrator deputy commissioner position. Defines "dormant captive insurance company" and sets out a procedure to apply for the certificate of dormancy. Adds the term "doing business as" to "trade name" statutory references. Clarifies continuing education provider filing requirements. Clarifies reinsurance intermediary-manager filing requirements. Amends the surety bond threshold requirement for third party administrators and clarifies the audited financial statements requirements. Adopts revised National Association of Insurance Commissioners Model #880 Unfair Trade Practices Act regarding expansion of value-added products beyond health products. Aligns section 431:13-103 with changes made to article 9 of chapter 431 by Act 110, Session Laws of Hawaiʻi 2021. Amends the definitions of "controlled unaffiliated business" and "participant" as applied to captive insurance companies.

RELATING TO HOUSING.

Establishes the Rental Deposit Loan Program. Amends the definition of "historic property". Temporarily requires the Department of Land and Natural Resources to retain a third-party consultant, under certain circumstances, to conduct review of certain historic preservation projects. Permits, rather than requires, a county legislative body to approve a housing development project for purposes of exempting the project from all laws and rules relating to the development of housing. Appropriates funds for the establishment of the Rental Deposit Loan Program. Effective 7/1/2050. (SD1)

RELATING TO ALCOHOL.

Expands the definition of "beer" under the liquor regulatory laws to mean any alcoholic beverage containing no less than 0.5 per cent alcohol by volume obtained by fermentation of any infusion or decoction of malt or any substitute, including alcohol seltzer beverages and excluding sake, cooler beverages, and other distilled products. Authorizes brewpubs to sell beer they manufacture, including beer manufactured on their premises, subject to certain conditions. Effective 6/30/3000. (HD1)
