Encourages the EUTF to consider investment opportunities in industries that will sustain Hawaiʻi's natural environment or produce economic opportunities for its residents, including renewable energy businesses and businesses that use investment capital to acquire the infrastructure and services needed to become energy sustainable. Authorizes boards to borrow money for extraordinary expenses in the condominium event of an emergency situation and promptly disclose to owners the amount and purpose. Requires certain information to be included in budget summaries regarding estimated replacement reserves contributions.
Appropriates general funds to various programs due to anticipated operating shortfalls due to the limited ability for departments to transfer funds between programs.
Allows the Director of Transportation to upgrade the motor carrier vehicle inspections in the State by authorizing changes to the program to be implemented by administrative rules.
Clarifies that the Hawaiʻi historic preservation special fund may be used to repair and maintain historic properties, except properties maintained through a separate, dedicated funding source. Establishes a grant program to assist owners of certified historic structures that are privately owned who do not qualify for the historic preservation income tax credit pursuant to section 235-110.97, HRS. Makes permanent Act 141, Session Laws of Hawaiʻi 2009, which requires the counties to issue affordable housing credits to the Department of Hawaiian Home Lands upon the department's request. Makes permanent Act 98, Session Laws of Hawaiʻi 2012, which requires the counties to issue affordable housing credits for each residential unit developed by the Department of Hawaiian Home Lands.
Establishes 1 additional district court judgeship in the First Circuit.
