Extends the State's energy efficiency portfolio standards from 2030 to 2045. Authorizes the Public Utilities Commission to establish interim goals, and clarifies procedures.

Expands access to early learning programs on other state properties and public lands besides Department of Education public school campuses.
Adds the Chairperson of the Hawaiian Homes Commission or the Chairperson's designee to the Commission on Water Resource Management. Increases number of commission members from seven to eight, with only five of eight required to have substantial experience in water resource management.
Repeals section 328J-11.5, HRS.
Requires the State to defend professionally licensed or certified state employees from civil actions when the employee was acting within the scope of their employment and was not grossly negligent or wanton, or failing to cooperate. Clarifies that the employee may employ their own attorney at the employee's own expense. Requires that if the State refuses to defend a state employee from civil actions on certain grounds, the Attorney General shall file a motion to withdraw as counsel.
Authorizes counties, after adoption of an ordinance, to sell private property after all notices, orders, and appeal proceedings are exhausted and to use those revenues to pay unpaid civil fines related to that property.
Requires state agencies that monitor environmental toxins and pollutants to establish environmental action levels (EALs) to ensure the preservation of a safe environment. Prohibits modifications to EALs unless certain procedural requirements are met. Allows any State resident to petition for modifications to an established EAL.
Repeals the July 1, 2024, sunset date of section 1 of Act 197, Session Laws of Hawaiʻi 2021, to make permanent the exemption of housing developed by the Department of Hawaiian Home Lands from school impact fees.
Allows the department of planning for each county to approve a variance for the installation of solar water heater systems. Authorizes the department of planning for each county to impose and collect fees for the administration of the solar water heater system variances.
Increases the allowable loan term for direct loans provided by DHHL to be forty years, instead of thirty years, as currently outlined in section 215 of the Hawaiian Homes Commission Act, 1920, as amended.
