Establishes the resilience hub and network grant program and a special fund in the Hawaiʻi Emergency Management Agency. Increases the environmental response, energy, and food security tax and deposits a portion of the tax into the resilience hub and network grant program special fund.

Provides that a person who violates aquatic life conservation law in a manner that harasses aquatic life, if convicted, shall be imprisoned for no fewer than 48 hours for the violation.
Allows the Department of Hawaiian Home Lands to assume historic preservation review of the effect of any proposed project for lands under its jurisdiction except for projects affecting properties listed or nominated for inclusion in the Hawaiʻi register of historic places or the national register of historic places.
Establishes a clean vehicle special fund to incentivize the purchase of vehicles that produce less carbon emissions by providing a rebate. Creates a gasoline-powered vehicle tax, graduated based on fuel efficiency, to be paid by purchasers of certain passenger cars and pickup trucks that are powered solely by gasoline.
Requires the safe disposal of toxic and incinerator ash. Prohibits the reuse of toxic and incinerator ash for any purpose.
Amends sections 286-102 and 286-181, HRS, to allow the exemptions to include use of motorcoaches, small buses, and vans for the school bus services, which may not meet school bus regulations but which shall otherwise meet vehicle requirements and qualifications set forth in chapter 19-143, Hawaiʻi Administrative Rules, to the extent required by the Department of Transportation and the Department of Education, with the Department of Education providing Department of Education adult staff chaperone escorts of students while students are being transported between designated locations off-campus and designated locations on-campus.
