RELATING TO PUBLIC SAFETY.

Establishes a Commission on Criminal Justice and Sentencing Reform in the Governor's Office to develop sentencing and corrections policies to reduce the State's incarcerated population. Allows the Commission to make recommendations on moving or constructing a correctional facility to comply with federal guidelines and to modernize to enhance effective rehabilitation programs. Requires the Commission to develop a plan to reduce spending on corrections and reinvest into strategies to increase public safety and reduce recidivism. (HB1295 HD1)

PROPOSING AN AMENDMENT TO ARTICLE I, SECTION 2, OF THE CONSTITUTION OF THE STATE OF HAWAII TO INCLUDE ACCESS TO CLEAN DRINKING WATER, EDUCATION AND HEALTH CARE AMONG THE INHERENT AND INALIENABLE RIGHTS OF INDIVIDUALS.

PROPOSING AMENDMENTS TO ARTICLE VII, SECTIONS 12 AND 13, OF THE HAWAII CONSTITUTION TO AUTHORIZE THE COUNTIES TO ISSUE TAX INCREMENT BONDS AND TO EXCLUDE TAX INCREMENT BONDS FROM DETERMINATIONS OF THE FUNDED DEBT OF THE COUNTIES.

Proposes amendments to the Constitution of the State of Hawaii to expressly provide that the Legislature may authorize political subdivisions, such as counties, to issue tax increment bonds and to exclude tax increment bonds in calculating the debt limit of the political subdivisions.

RELATING TO INTOXICATING LIQUOR.

Prohibits any person convicted of Operating a Vehicle Under the Influence of an Intoxicant or Habitually Operating a Vehicle Under the Influence of an Intoxicant from purchasing or publicly consuming alcohol for a period of three years following conviction or administrative license revocation.

RELATING TO THE CAPITAL INFRASTRUCTURE TAX CREDIT.

Includes structures, machinery, equipment, and capital assets in the definition of capital infrastructure costs for the Capital Infrastructure Tax Credit. Sets cap on credit per taxable year per qualified infrastructure tenant including all partners and members of the qualified infrastructure tenant and its special purpose entities. Specifies that excess tax credits may be carried forward. Recaptures credit if qualified infrastructure tenant fails to relocate within a certain period of time after executing a lease with the Department of Transportation. Specifies taxpayer reporting requirements. Provides penalties for failure to report information. (HB591 CD1)

RELATING TO PUBLIC SCHOOLS.

Requires the City and County of Honolulu to transfer to the Department of Land and Natural Resources all property upon which certain public high schools are situated. Extends the twenty-first century schools pilot program by an additional five years. (HB116 CD1)

RELATING TO HIGHWAYS.

Requires each county with a population of over five hundred thousand or greater to take ownership and jurisdiction over all disputed roads under certain circumstances. Defines disputed roads. (HB115 CD1)
