RELATING TO REMOTE TESTIMONY.

Establishes the Remote Testimony Task Force to develop procedures to make available remote testimony technology throughout the State that enables the public to testify remotely via the Internet during legislative proceedings. Requires the Legislature to adopt rules to establish remote testimony capability. Makes an appropriation. (HB1547 HD1)

PROPOSING AN AMENDMENT TO ARTICLE XIII, OF THE HAWAII CONSTITUTION, TO ESTABLISH A COLLECTIVE BARGAINING FUND FOR THE REPRESENTATION OF PUBLIC EMPLOYEES IN COLLECTIVE BARGAINING NEGOTIATIONS.

Proposes a constitutional amendment to establish a public employees' collective bargaining fund. Requires an annual deposit of a minimum percentage of the total compensation provided by the State to every person employed by the State during the previous fiscal year.

RELATING TO ENERGY RATES.

Requires the Public Utilities Commission to establish a tiered energy savings rate structure for customers of electric utilities. Allows the Commission to establish discounted rates for low-income customers of electric utilities. Reforms the public benefits fee. Allows the fee to be used to benefit energy efficiency advancement for low- and middle-income ratepayers and for emergency energy workforce retraining and transition programs. Authorizes the department of taxation to disclose tax return information to the public utilities commission in accordance with the purposes of this Act and applies penalties for intentional disclosure of the tax return information. RELATING TO THE SMALL BUSINESS REGULATORY FLEXIBILITY ACT.

Extends the time given to an agency to submit a small business impact statement to the Departmental Advisory Committee on Small Business and the Small Business Regulatory Review Board. Gives the Board the opportunity to submit comments to the Governor within ten days after the proposed rules are submitted to the Governor for approval for public hearing. (HB75 HD1)

RELATING TO COLLECTIVE BARGAINING.

RELATING TO THE CODE OF ETHICS.

Clarifies the fair treatment law by delineating limitations placed on persons who are task force members from those placed on legislators who are task force members. Clarifies that legislators are not prohibited from making statements or taking action in the exercise of their legislative functions. (HB98 HD1)

RELATING TO AGRICULTURE.

Repeals provisions that established the start and end dates of a limited time period for claiming the tax credit. Includes costs of land preparation and soil restoration on former plantation lands that have been unused for more than five years as qualified costs to claim the tax credit. (HB572 HD1)
