RELATING TO HOMELESSNESS.

Authorizes any continuum of care to offer a stipend to volunteers assisting in the point-in-time count conducted annually to determine the number of homeless individuals in the State, as a condition of receiving federal homeless assistance from the United States Department of Housing and Urban Development. RELATING TO HARBORS.

Authorizes the director of transportation to adopt rules that regulate and limit noise at harbors, ports, roadsteads, docks, wharves, piers, quays, bulkheads, and landings of the State.

RELATING TO TAXATION.

Amends the cesspool upgrade, conversion, or connection income tax credit by: (1) deleting the residential large capacity cesspool certification pilot program; and (2) expanding the definition of "qualified cesspool" to include cesspools that are certified for connection to an existing sewer system.

RELATING TO HEALTH.

Appropriates funds for 1 advanced life support ambulance to be based in Makalei on the island of Hawaii and to be used from 8:00 a.m. to 10:00 p.m., and to include a vehicle, equipment, and personnel costs.

RELATING TO TAXATION.

Requires the Board of Directors of the Employees' Retirement System to conduct a study into the viability of exempting from income tax and general excise tax an amount up to an unspecified percentage of the costs of the construction and operation of projects entered into under a public-private partnership with the ERS to improve water infrastructure or water supply, or to promote clean energy and the viability of allowing ERS investments in such public-private partnerships.
