Clarifies budgetary funding, including weighted student formula funding, for public school special education services, personnel, and other costs.

Ensures participation of all political parties on the Reapportionment Commission by providing that if there are no members belonging to a minority party in a house of the legislature, the presiding officer of the respective house of the legislature, after consulting with the chair of a minority party, shall be given the authority to designate persons who are members of a minority party to serve on the reapportionment commission.
Establishes a three-year Hawaii state lottery pilot project and Hawaii state lottery task force to examine the feasibility of establishing a state lottery, the proceeds of which would be used to address homeless issues. Appropriates funds.
Requires the boards of water supply to fluoridate public water systems with 1,000 or more service connections. Requires the Department of Health, with the cooperation of the boards of water supply, to submit a report to the legislature regarding implementation of fluoridating the public water systems.
