RELATING TO THE UNIVERSITY OF HAWAII AT HILO.

Establishes the Institute of Indigenous Education, Science, and Outreach within the University of Hawaiʻi at Hilo. Provides that the Hawaiian language college revolving fund may include moneys from any revenue source and shall support the Imiloa astronomy center. Provides that the Hawaiian early learning trust fund shall support the Hawaiian language medium education pathway. Establishes a cap on individual deposits into the Hawaiian language college revolving fund and the Hawaiian early learning trust fund. Effective 7/1/3000. (HD2)

RELATING TO TECHNOLOGY TRANSFER AT THE UNIVERSITY OF HAWAII.

Repeals the sunset provision in Act 38, Session Laws of Hawaiʻi 2017, as amended by Act 8, Special Session Laws of Hawaiʻi 2021, to allow the University of Hawaiʻi to continue to regulate conflicts of interests and other ethical issues for technology transfer activities it sponsors. RELATING TO WILDFIRE RISK MITIGATION.

Creates a process for electric utilities to develop and submit wildfire protection plans to the Public Utilities Commission for approval and allow the recovery of related costs and expenses through securitization, while avoiding a disproportionate impact on a specific ratepayer or county. RELATING TO PRIVATE SECURITY CONTRACTS.

RELATING TO MENTAL HEALTH.

RELATING TO LIQUOR LICENSES.

RELATING TO PUBLIC LAND LIABILITY.

Abolishes the Task Force on Beach and Water Safety and the Risk Assessment Working Group. Requires the design and placement of warning signs, devices, and systems to be approved by the Chairperson of the Board of Land and Natural Resources for state beach parks and the county mayors for county beach parks.
