RELATING TO RENEWABLE ENERGY.

Allows the counties to establish, by ordinance, an opt-in program that allows an annual payment in lieu of real property taxes on the land or improvements thereon that are actively used to produce or store renewable energy that is sold to an electric utility. Effective 7/1/3000. (HD2)

RELATING TO CONDOMINIUMS.

Repeals from the standard condominium proxy form the option of giving a proxy vote to the board of directors of a condominium association as a whole or to directors present at the meeting. Requires a disclosure statement on the standard condominium proxy form informing unit owners that an association may conduct direct elections by electronic, machine, or mail voting. RELATING TO FERAL CHICKEN MANAGEMENT.

RELATING TO ENERGY.

Clarifies that the party responsible for renewable portfolio standards support and reporting on certain energy matters shall be the Chief Energy Officer of the Hawaiʻi State Energy Office. Effective 7/1/3000. (HD1)

RELATING TO URBAN DEVELOPMENT.

Part II: Prohibits county zoning ordinances from not allowing two or more additional dwelling units per residential lot within an urban district. Prohibits private covenants for residential lots within a state urban land use district from including certain limitations or restrictions on residential units. Part III: Requires the director of the county agency responsible for land use to review and act on any application for subdivision, consolidation, or resubdivision of certain parcels within the state urban land use district. Part IV: Amends the calculation of impact fees for certain developments. Effective 1/1/3000. (HD1)

RELATING TO THE MAUNA KEA STEWARDSHIP AND OVERSIGHT AUTHORITY.

Authorizes two or more members of the Mauna Kea Stewardship and Oversight Authority to meet during its transition period regarding any matter relating to the Authority's business; provided that no commitment to vote is made or sought and no decision-making action is taken. Clarifies that the Authority has state sovereign immunity. Effective 7/1/3000. (HD1)

RELATING TO STATE FINANCES.

Establishes the Climate Health and Environmental Action Special Fund in the Department of Land and Natural Resources to minimize the impacts of, and respond to, climate crises. Imposes an additional $25 dollar tax on transient accommodations. Allocates a portion of transient accommodations tax revenue to the Climate Health and Environmental Action Special Fund. Narrows the transient accommodations tax exemption for accommodations furnished at no charge or on a complimentary or gratuitous basis to accommodations for the purpose of providing emergency housing to persons displaced as a result of a state of emergency or state disaster. Effective 7/1/3000. (HD2)
