RELATING TO ELECTRIC UTILITY LINEMAN.

Beginning 1/1/2027, establishes licensing requirements, including minimum standards and qualifications, for licensure as a journey worker electric utility lineman and expands the Board of Electricians and Plumbers to include members engaged in electric utility work. Repeals an existing exception to the impending sunset of the limited exemption from electrician licensing requirements that was originally enacted by Act 65, SLH 2013, and extended pursuant to Act 60, SLH 2018, and Act 68, SLH 2022. Takes effect on 7/1/2027. (SD1)

RELATING TO ACCESS TO LEARNING.

Makes permanent the exemption of laboratory school programs of the Hawaiian language college at the University of Hawaiʻi at Hilo from state English-medium standards, assessments, performance ratings, staff qualifications, and staff training requirements. Takes effect 7/1/3000. (SD1)

RELATING TO THE INDIVIDUAL HOUSING ACCOUNT PROGRAM.

Increases the maximum amount of deductible contributions for individual housing accounts. Requires the Department of Taxation to create and implement a public awareness campaign about individual housing accounts. Appropriates funds. Applies to taxable years beginning after 12/31/2024. Declares that the general fund expenditure ceiling is exceeded. Takes effect 7/1/2050. (SD1)

RELATING TO THE CONVEYANCE TAX.

Amends the conveyance tax rate for certain properties. Exempts conveyances of certain real property from the conveyance tax. Establishes a new conveyance tax rate for multifamily residential properties. Eliminates the cap on the amount of conveyance tax collections allocated to the Land Conservation Fund and Rental Housing Revolving Fund. Allocates ten percent of conveyance tax collections to the Dwelling Unit Revolving Fund for the purpose of funding infrastructure programs in transit-oriented development areas. Effective 7/1/3000. RELATING TO THE RENTAL HOUSING REVOLVING FUND.

Appropriates funds into and out of the Rental Housing Revolving Fund to provide loans or grants for mixed-income rental projects or units in mixed-income rental projects for qualifying individuals and families. Appropriates funds for an unspecified number of finance specialist positions to assist with these loans and grants. Declares that the general fund expenditure ceiling is exceeded. Effective 7/1/3000. MAKING APPROPRIATIONS TO PROVIDE FOR THE EXPENSES OF THE LEGISLATURE, THE AUDITOR, THE LEGISLATIVE REFERENCE BUREAU, THE OMBUDSMAN, AND THE ETHICS COMMISSION.

RELATING TO THE PRESCHOOL OPEN DOORS PROGRAM.

Specifies that the priority of selection for preschool open doors program participation applies only during the priority application period between February 1 and the start of each program year. Specifies that applications received after the priority application period shall be processed on a first-come, first-served basis. Effective 7/1/3000. (HD1)

RELATING TO THE CHILD PROTECTIVE ACT.

Adds a definition for "exigent circumstances" and amends the definitions of "harm" and "imminent harm" under the Child Protective Act. Clarifies when the police may take protective custody of a child and when the Department of Human Services may assume temporary foster custody of a child when exigent circumstances are present. Creates a judicial process for filing a petition for an order for protective custody, including the circumstances where such an order may be issued without notice and without a hearing. Effective 7/1/3000. (HD2)

RELATING TO BUILDING CODES.

Clarifies that no state or county building code shall prohibit the use of a substitute refrigerant allowed by the Environmental Protection Agency if the applicable equipment is listed and installed in compliance with the latest safety standards. Requires the State Building Code Council, when it adopts, amends, or updates the Hawaiʻi State Building Codes, to establish codes and standards that are consistent with the goal of reducing greenhouse gas emissions associated with hydrofluorocarbons. Effective 7/1/3000. (HD1)
