Institutes various consumer protections with regard to public adjusters, including requiring contractual terms and disclosures and granting a right to rescind. Imposes a standard of conduct on various entities. Authorizes the insurance commissioner to waive or modify certain fees by order. Reinstates the right to an administrative hearing and appeal from an order. Amends the Hawaii joint underwriting plan board of governors. Clarifies that candidates do not need to file preliminary general reports if they are either unsuccessful or are elected to office in the primary election. Clarifies the aggregate contribution and expenditure amounts that trigger the requirement for a candidate or noncandidate committee to file only the final election period report. Effective 7/1/2112. Authorizes transfer of special funds to general fund, replaces special fund appropriations with general obligation bond funds, authorizes transfer of excess moneys from other sources into the dwelling unit revolving fund.
Provides appropriations for collective bargaining cost items for the members of Unit (2) and their excluded counterparts, including the cost of salary adjustments negotiated between the State and the bargaining unit representative for fiscal biennium 2021-2023.
Adopts certain provisions of the National Association of Insurance Commissioners' Producer Licensing Model Act, Public Adjuster Licensing Model Act, Reinsurance Intermediary Model Act, and Independent Adjuster Licensing Model Guidelines to provide consistency and promote efficiency in processing insurance licensing fees, applications, certificates, registrations, and renewals. Amends part VII of chapter 353, Hawaii Revised Statutes, to establish the SAVIN coordinator position, to be responsible for managing the operations of the SAVIN system.
Clarifies that the statute of limitations for an inverse-condemnation claim brought pursuant to section 20 of article I of the Constitution of the State of Hawaii is two years, pursuant to section 661-5, Hawaii Revised Statutes, by amending section 661-1 and making the claim cognizable under chapter 661.
Expands the eligibility of organizations that can receive Community-based Economic Development (CBED) technical assistance from not just community-based organizations (non-profits), but also includes businesses, particularly those that currently have CBED loans or may apply for a CBED loan in the future.
Authorizes the payment of an allowance for Tricare Reserve Select or other government-funded premium payments to officers, warrant officers, or enlisted personnel of the Hawaii National Guard. Effective 7/1/3050. (HD1)
