Amends subsection 329-101(d), Hawaii Revised Statutes, to require that a dispenser of a controlled substance report the filling of a controlled substance prescription to the State's Electronic Prescription Accountability System in real time, or report "zero" not less than once every seven days if no controlled substances prescriptions are filled.

Repeals the sunset date of Act 14, Session Laws of Hawaii 2020. Amends section 141-43, Hawaii Revised Statutes, to clarify that the Department of Agriculture shall adopt rules to effectuate the purpose of its authority under chapter 141, part III, Hawaii Revised Statutes, and to extend the date through which the department's interim rules shall remain in effect.
Authorizes the counties to adopt an ordinance regulating the operation of hosting platforms that provide booking services for transient accommodation operators.
Authorizes the counties to employ qualified archaeologists to perform necessary reviews under chapter 6E, Hawaii Revised Statutes.
Removes the statutory requirement to have representatives of the pineapple and sugar industries on the Advisory Committee on Pesticides and adds the statutory requirement to have representatives of the coffee and diversified agriculture industries on the Advisory Committee on Pesticides.
Creates an exclusion from income tax for the lesser of a percentage of gross annual income or an amount of gross annual income earned by a farmer from farming activities.
Requires the Office of Planning and Sustainable Development to conduct a study assessing the current plans and programs to achieve the Aloha+ Challenge natural resource management 2030 goals. Requires the Office of Planning and Sustainable Development to make recommendations in achieving those goals. Appropriates funds.
Establishes certain disclosure and labelling requirements for food, products, and dietary supplements containing kratom. Prohibits the distribution and sale of kratom products to minors. Imposes civil and criminal penalties for violations. Effective 1/1/2023.
Establishes that charging shipping and delivery charges that exceed the actual cost to ship or deliver a commodity to a consumer in Hawaii constitutes an unfair and deceptive practice.
Allows tow-in surfing during periods that are below high surf warning levels as declared by the National Weather Service.
