Amends section 487N-5(a), Hawaii Revised Statutes, to allow for each member of the Information Privacy and Security Council to designate a designee to act on the member's behalf in order to ensure quorum.

Updates the Uniform Controlled Substances Act, chapter 329, Hawaii Revised Statutes, to make it consistent with amendments in the federal controlled substances law as required by section 329-11, Hawaii Revised Statutes.
Amends the definition of "adequate reserve fund" to exclude the benefit cost rate from June 2020 through August 2021 effective from 2023 to 2030.
Creates a three-year pilot program within the Department of Transportation that requires procurement of professional services from construction management consultants using the competitive sealed bidding and competitive sealed proposals methods of procurement. Exempts emergency procurements. Requires annual reports to the Legislature.
Authorizes state and national criminal history checks for current and prospective employees, volunteers, and contractors and their employees, agents, and volunteers who are in positions that require close proximity to children, young adults, or vulnerable adults receiving child welfare services, social services, or certain other benefits and services from the department. Makes non-substantial conforming amendments to sections 345-2.5 and 846-2.7, Hawaii Revised Statutes. Effective upon approval.
Expands the definition of "beer" to specify an alcohol by volume of no less than 0.5 per cent and to include alcohol seltzer beverages. Takes effect 1/1/2023.
Extends current sunset date of the motion picture, digital media, and film production income tax credit from January 1, 2026, to January 1, 2032.
Amends the composition of the Elevator Mechanics Licensing Board to replace the ex-officio Department of Labor and Industrial Relations member with a licensed elevator mechanic member.
Establishes a procurement services consolidation working group, which shall develop a plan for the phased consolidation of all state executive branch procurement services and staff within five years, except those of the Department of Education, Hawaii Health Systems Corporation, and University of Hawaii, under the State Procurement Office. Requires the working group to recommend ways to attract high quality procurement professionals to the State. Appropriates moneys.
Allows purchasing agencies to use the second low bid method for procurement.
