RELATING TO CONDOMINIUMS.

Requires the board of directors of a condominium project to be responsible for the operation of the property, including the administration, fiscal management, and physical operation of the property inclusive of the maintenance, repair, and replacement or construction of additions and improvements to the common elements, and to maintain the project in accordance with the requirements of the reserve study and any state or county requirements applicable to the project. RELATING TO ORDERS OF THE CAMPAIGN SPENDING COMMISSION.

Provides that a person waives the right to a contested case hearing if the person fails to request a contested case hearing within twenty days of receipt of the campaign spending commission's preliminary determination. Allows the campaign spending commission to have an order confirmed as a civil judgment, enforceable and collectible as any other judgment issued in the circuit courts. (SD1)

RELATING TO ZERO EMISSION TRANSPORTATION.

Establishes a zero-emission vehicle rebate program within the public utilities commission to enable low- and moderate-income families greater access to zero-emission vehicles by providing a rebate on the point-of-sale purchase price of zero-emission vehicles. Effective 7/1/2100. (HD2)

RELATING TO VIOLATIONS OF CAMPAIGN FINANCE LAW.

Increases the fine that may be assessed for campaign spending law violations against a noncandidate committee making only independent expenditures and that has received at least one contribution of more than $10,000, or spent more than $10,000 in an election period. Allows the campaign spending commission to order that the fine be up to three times the amount of the unlawful contribution or expenditure, and that the payment of the fine assessed against a noncandidate committee, or any portion thereof, be paid from the personal funds of an officer of the noncandidate committee. RELATING TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES.

Appropriates moneys to the Department of Land and Natural Resources to establish positions in parks administration and operation (LNR 806) to implement visitor reservation systems in Hawaii state parks. Appropriates additional moneys to the Department of Land and Natural Resources from the State Parks Special Fund for purposes of state park management. (SD1)

RELATING TO SOLAR ENERGY.

Authorizes the governing body of a county to create, by ordinance, a process for the recordation and enforcement of solar easements. Allows counties to require individuals claiming a solar right to record that right by filing a declaration with the county clerk. Effective 7/1/2100. (HD2)

RELATING TO LIFEGUARDS.

Exempts county lifeguards, the employing counties, and the State from liability for any civil damages resulting from any act or omission of the county lifeguard while providing lifeguard services unless the civil damages result from a county lifeguard's gross negligence or wanton act or omission. Effective 7/1/2050. (HD2)
