RELATING TO HOMELAND SECURITY.

RELATING TO CYBERSECURITY.

Codifies the existing Hawaii state cybersecurity program, administered by the office of homeland security in partnership with specified entities, to oversee cybersecurity and cyber resiliency matters. Eliminates the state cybersecurity, economic, education, and infrastructure security coordinator position. Effective 7/1/3000. (HD1)

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY.

Amends the membership of the Hawaii Community Development Authority by removing the county council as the nominating authority for the community development district representatives, removing one at-large member, reducing the number of district resident representatives, and making the Director of Planning and Permitting of each county a voting, rather than a nonvoting, member. RELATING TO OFFICIAL SCHOOL BUSINESS.

Requires DOE and BOE to take certain steps to better address harassment of its employees. Creates the offense of harassment of an educational worker for disrupting or interfering with the administration or functions of any school, school administration office, or school board. RELATING TO PUBLIC SAFETY.

Requires property owners of residential real property to disclose, as part of the mandatory seller disclosures in real estate transactions, whether the installed smoke alarm is in accordance with existing building or residential codes based on information provided by the state fire council. Requires the state fire council to create and maintain an informational guide on approved smoke alarms that are in accordance with existing building or residential codes and post the guide on specified websites. Prohibits the issuance of future large capacity underground fuel storage tanks mauka of the applicable underground injection control line.
