RELATING TO STUDENT JOURNALISM.

Establishes freedom of speech and freedom of the press protections for student journalists producing school-sponsored media or university-sponsored media unless subject to certain exceptions. Provides legal immunity for state agencies, officers, and employees for students' exercise of these freedoms. (SD1)

RELATING TO THE COUNTIES.

Authorizes counties, after adoption of an ordinance, to sell private property after all notices, orders, and appeal proceedings are exhausted and to use those revenues to pay unpaid civil fines related to that property. Effective 7/30/2075. (SD1)

RELATING TO WORKFORCE DEVELOPMENT BOARDS.

Renames the Hawaii Workforce Development Council as the Hawaii Workforce Development Board. Requires the Governor to appoint an Executive Director of the Board from a list of three nominees submitted by the Board. Prohibits members of the Hawaii Workforce Development Board and local workforce development boards from engaging in any activity determined to constitute a conflict of interest. (SD2)
