Establishes a regulatory framework for microenterprise home kitchens. Authorizes the Department of Health to adopt rules regarding microenterprise home kitchens; grant and revoke permits; issue food safety manager certificates; charge fees; and conduct inspections. RELATING TO CONSUMER HEALTH DATA.

Establishes requirements, including additional disclosures and consumer consent, regarding the collection, use, and sharing of consumer health data information. Establishes rights for consumers regarding their health data, including the right to have health data deleted. Prohibits the sale of consumer health data without a consumer's signed valid authorization. Prohibits the erection of a geofence around health care centers. Effective 7/1/3000. (HD1)

RELATING TO HEALTH.

Relaxes the requirements for prescribing certain controlled substances as part of gender-affirming health care services. Expands the protections established under Act 2, SLH 2023, to include gender-affirming health care services. Clarifies jurisdiction under the Uniform Child-Custody Jurisdiction and Enforcement Act for cases involving children who obtain gender-affirming health care services. Effective 7/1/3000. (HD2)

RELATING TO DRIVING WITHOUT A LICENSE.

Adds forfeiture of a vehicle as a maximum penalty on a third conviction for operating a motor vehicle without a license within a five-year period. Effective 7/1/3000. (HD1)
