RELATING TO WORKPLACE SAFETY.

Allows a person who employs or contracts with a health care worker who suffers an act of violence to report the event to law enforcement and petition for a temporary restraining order and injunction under certain circumstances.

RELATING TO PAID FAMILY LEAVE.

By 1/1/2027, requires the Department of Labor and Industrial Relations to establish a family and medical leave insurance program and begin collecting payroll contributions to finance payment of benefits. By 1/1/2028, requires the Department to start receiving claims and paying benefits under the program. Specifies eligibility requirements and employee protections under the program. RELATING TO POST-SECONDARY EDUCATION.

Establishes a pilot program to offer tuition waivers for certain community college students starting in fall 2025. Requires the Board of Regents of the University of Hawaiʻi to submit a report. Effective 7/1/3000. (HD1)

RELATING TO THE CONVEYANCE TAX.

Establishes the Homeless Services Special Fund. Allows counties to apply for matching funds from the Affordable Homeownership Revolving Fund for certain housing projects. Increases the conveyance tax rates for certain properties. Establishes conveyance tax rates for multifamily residential properties. Establishes new exemptions to the conveyance tax. Allocates collected conveyance taxes to the Affordable Homeownership Revolving Fund, Homeless Services Fund and, and Dwelling Unit Revolving Fund. Amends allocations to the Land Conservation Fund and Rental Housing Revolving Fund. Effective 7/1/3000. (HD2)

RELATING TO SOBRIETY CHECKS.

Establishes a sobriety checkpoint special fund to provide funding to county law enforcement agencies for staffing for sobriety checks and processing of persons arrested at sobriety checkpoints. Increases the state vehicle registration fee and establishes the amount to be deposited into the sobriety checkpoint special fund. Appropriates funds into the sobriety checkpoint special fund and out of the special fund as grants-in-aid for the counties. Effective 7/1/3000. (HD1)
