Formally codifies the Healthcare Education Loan Repayment Program. Requires a participant in the Healthcare Education Loan Repayment Program who receives a new award on or after July 1, 2027, to remain and work in the State for a certain number of years based on the amount of financial assistance received. Prohibits discrimination based on: (1) The perception that a person possesses certain characteristics; (2) The perception that a person is associated with a person who possesses, or is perceived to possess, certain characteristics; or (3) The intersection or combination of two or more specified characteristics in relation to a person. Establishes the Noise Detection Camera Program in the Department of Transportation for the installation of noise detection cameras for the enforcement of noise control laws. Appropriates moneys. Effective 7/1/2050. (SD1)

Establishes provisions limiting state and federal collaboration for purposes of immigration enforcement operations. Establishes identification and facial coverings standards for state and federal law enforcement officers. Establishes short-term management initiatives for the coconut rhinoceros beetle response program. Appropriates funds for activities and positions related to coconut rhinoceros beetle infestation control. Effective 7/1/3000. (SD1)

Authorizes the Department of Education to subsidize all tuition and mandatory fees for a resident student enrolled in a 4-year college campus of the University of Hawaii System with an education program or that offers an education degree for the semester or term that the student enrolls in a State-Approved Teacher Education Program under certain conditions. Effective 7/31/2050. (SD2)

Requires, and appropriates funds for, the Department of Business, Economic Development, and Tourism to establish an out-of-state office in the Republic of the Philippines. Effective 7/1/2050. (SD1)

Prohibits with certain exceptions, the use of facial coverings and requires visible identification by law enforcement officers and their vehicles in the performance of their duties. Requires state and county law enforcement agencies to establish policies regarding state and county cooperation with federal civil immigration enforcement. Prohibits law enforcement officers from prolonging a stop to inquire about a person's civil immigration status. Establishes criminal offenses for use of a mask or facial covering by a law enforcement officer, lack of visible identification, and unauthorized civil immigration arrest or detention. Clarifies the liability of drivers near a school bus that is actively monitored by a school bus infraction detection system. Appropriates moneys. PART V: Specifies that the Department of Transportation's Motor Vehicle Safety Office shall administer the Photo Red Light Imaging Detector Systems Program Special Fund and Automated Speed Enforcement Systems Program Special Fund. PART VI: Clarifies language relating to photo red light enforcement, automated speed enforcement, and penalty provisions. PART VII: Requires the Director of Transportation to adopt rules allowing for mobile vehicle safety inspections of passenger cars.
