Makes unlawful for any person to play, use, operate, or otherwise permit a sound amplifier that creates a noise disturbance within thirty feet of a hotel, detached dwelling, or multi-family dwelling in Waikiki between the hours of 7:00 p.m. to 6:00 a.m. Establishes civil fines and criminal penalties for violations.
Requires monthly rather than annual reporting of restricted use pesticides. Amends the contents of reports to include specific geospatial data and information, site information, and increased detail on the amount of restricted use pesticides used. Requires the department of agriculture to develop an online reporting tool for restricted use pesticides.
Requires any person carrying an unloaded firearm in a motor vehicle to locate the firearm so as not to be readily or directly accessible from the passenger compartment of the vehicle or, if the firearm is being carried in a motor vehicle that does not have a compartment separate from the passenger compartment, to keep the firearm in an enclosed container that is locked, other than the glove compartment or console, and not in plain view.
Authorizes licensed osteopathic physicians and physician assistants, in addition to physicians and advance practice registered nurses, to provide minor-initiated medical care and services. Requires the licensed health care provider to ensure that the covered entity has been notified that minor-initiated medical care and services should not be disclosed. Requires the covered entity to have policies and procedures established to maintain nondisclosure of the minor-initiated medical care and services to the minor's parent or legal guardian. Authorizes the licensed health care provider to submit a claim to the covered entity for the provision of minor-initiated medical care and services.
Authorizes the issuance of special number plates to commemorate Carissa Kainani Moore.
Establishes the shipping container inspection program and shipping container inspection program special fund. Increases the maximum fine for each violation of the fireworks law. Requires PSD to submit reports to the legislature on implementation of the shipping container inspection program.
Specifies that a certificate of inspection shall be issued if a vehicle is not equipped with a noisy muffler or exhaust system. Requires rules regarding safety check inspections to ensure that a motorcycle, moped, or motor vehicle is not equipped with a noisy muffler or exhaust system. Suspends, revokes, or refuses renewal of a permit for an official inspection station upon a third or subsequent wilful violation of any rule regarding inspecting a noisy muffler or exhaust system. Makes violating the noisy muffler laws a petty misdemeanor. Includes repairing or installing a noisy muffler or exhaust system as a prohibited practice for motor vehicle repair regulations.
Disallows dividends paid deduction for real estate investment trusts. Specifies that amounts collected from the disallowance be evenly divided and deposited into the dwelling unit revolving fund and rental housing revolving fund. Applies to taxable years beginning after 12/31/2023. Sunsets 12/31/2026.
