RELATING TO THE ELECTIONS COMMISSION.

Makes the members of the Elections Commission subject to the advice and consent of the Senate. Clarifies that a majority of all members to which the Elections Commission is entitled shall constitute a quorum to do business. (HD1)

RELATING TO CRIMES AGAINST ELDERS.

Establishes strict liability for crimes against elders with respect to the attendant circumstance that the victim was sixty years of age or older. Effective 7/1/3000. (HD2)

RELATING TO PROPERTY MAINTENANCE.

Requires owners or lessees of real property to maintain their property and establish penalties for failure to do so. Allows for exceptions. Requires DOA to establish rules for the enforcement and collection of fines for violations relating to the proliferation of invasive species. Requires the Office of the State Fire Marshal to adopt rules for the enforcement and collection of fines for violations relating to the prevention of wildfires and other public safety hazards. RELATING TO CHILD WELFARE SERVICES.

Appropriates funds for the Department of Human Services to contract with a non-profit specializing in domestic violence to provide training and staff to be housed on-site in Child Welfare Services Branch offices to support all aspects of screening for and addressing domestic violence within a case. Requires that a current general excise tax license number for any rental income be filed with the complaint to the court for summary possession proceedings.
