Establishes when unannounced visits and inspections may be conducted. Repeals a category for dispenser licenses in which employees sit with patrons. Clarifies the investigator's and police officer's authority to enter a liquor premises if they are denied admittance.
Prohibits sellers of foreclosed homes from bundling properties at a public sale and requires each foreclosed home to be sold separately. Specifies that the sale of a foreclosed property is not final until either fifteen days after the public sale or forty-five days if an eligible bidder submits a subsequent bid or written notice of intent to submit a subsequent bid. Effective 7/1/3000. (HD1)
Replaces the Hawaii Tourism Authority with the Corporation for the Stewardship of Hawaii Tourism, a nonprofit entity to guide Hawaii's visitor economy in collaboration with public, private, nonprofit, and community stakeholders in achieving beneficial outcomes from tourism based on the principles of destination stewardship and regenerative tourism.
Establishes the Hawaii Food Security Special Fund to restore Supplemental Nutrition Assistance Program benefit levels to those provided in federal fiscal year 2023. Requires reports to the Legislature. Appropriates funds.
Establishes a Compensatory Time Cash-Out Pilot Program for eligible employees of the Department of Corrections and Rehabilitation who work in any state correctional facility. Appropriates funds.
Beginning with the 2026-2027 school year, requires the Department of Education to include the teaching of financial literacy in kindergarten through grade twelve. Requires students in grades nine through twelve to complete a one-half credit in financial literacy before graduation. Requires the Board of Education to provide professional development to teachers who are teaching financial literacy courses.
Defines "reported hate crime". Requires reporting of all possible reported hate crimes to appropriate authorities, including consistent documentation and analysis of such incidents. Requires law enforcement officers to receive annual training to identify, investigate, and document hate crimes and possible hate crimes. Requires the Attorney General to establish or update guidelines, protocols, and training materials for the reporting and investigation of hate crimes and possible hate crimes.
Authorizes condominium associations and planned community associations located in a zoning district that allows for transient vacation rentals to impose an impact fee on owners or members who use their units as transient vacation rentals. Effective 7/1/3000. (HD1)
