Requires the Department of Education to meet with Hawaii School for the Deaf and Blind stakeholders and members of the Hawaii deaf community regarding the development of a plan to transition the Hawaii School for the Deaf and Blind to a conversion charter school. Requires a report to the Legislature.

Requires the department of land and natural resources to establish a green user fee program to collect user fees for certain parks. Requires the department of land and natural resources to develop a mobile application for the green user fee program. Exempts certain individuals from the green user fee program. Appropriates funds. Requires the board of education to adopt rules to expand the jurisdiction of all public schools under the purview of the department of education to include a quarter-mile radius surrounding each public school.
Requires each county to incorporate into its next integrated solid waste management plan revision a plan to divert all organic waste produced within the county by facilities generating more than a certain amount of organic waste per year. Appropriates funds to reimburse the counties for incorporation of the new requirement into their plan revisions.
Requires the Commission on Water Resource Management to conduct an audit of the State's surface water transmission systems.
Extends the school supply subsidy pilot program established pursuant to Act 142, Session Laws of Hawaii 2022, for an additional two years. Appropriates funds. Effective 6/30/3000. (HD1)
Requires the department of transportation to perform routine inspections of highways in the state highway system that are at risk of rockslides every five years and after major rainfall events. Effective 6/30/3000. (HD1)
Appropriates funds for the department of transportation to develop, in conjunction with the appropriate counties, a pilot program to use noise detection traffic cameras to address excessive traffic noise in urban areas in counties with a population of more than five hundred thousand. Allows the Works of Art Special Fund to be used for performing arts, under certain conditions. Provides that forty per cent of the Works of Art Special Fund be used for performing arts. Defines performing arts.
Prohibits the sale, offer for sale, display for sale, trade, or distribution of certain animal fur products in the State. Effective 1/1/2024.
