Establishes the mold information and awareness program administered by DOH. Requires mandatory disclosure of the presence of mold as part of any sale, transfer, or rental of residential, commercial, or industrial property. Requires DOH to conduct reviews every five years on mold identification and remediation technology or treatment techniques. Requires the director of health to establish a public awareness campaign. Requires disclosure forms for the sale of residential real property to include a notice to buyers about the presence of mold, if applicable. Requires a landlord or any person authorized to enter into a rental agreement on the landlord's behalf to disclose the presence of mold, if applicable. Requires DOH to study the adverse effects of mold on humans and report to the legislature.

Requires state participation in the multistate Nurse Licensure Compact, which will allow a nurse who is licensed by a home state to practice under a multistate licensure privilege in each party state.
Requires the Department of Health to post on its website separate reports for various visits, violations, plans, and confirmations the Department performs or issues of certain care facilities. Establishes deadlines for each report type. Requires the Department of Health to log all reports in a database designed for easy public posting. Requires all facilities inspected by the Department of Health to maintain certain records and notify the Executive Office on Aging, Office of the Long-Term Care Ombudsman, and appropriate county offices on aging of initial inspection visit dates.
Establishes a two-year pilot program to require the department of health to implement the excessive amplified noise control regulation in the Waikiki Special District, which prohibits, with certain exceptions, the emission of excessive amplified noise during certain hours on public sidewalks near certain locations in areas zoned as mixed-use or residential without prior approval from the director of health. Establishes penalties for violations. Requires the department of health to adopt rules and report to the legislature. Appropriates funds. Effective 6/30/3000. (HD1)
Requires the University of Hawaiʻi to develop and implement a two-year native pollinator habitat pilot project to be deployed at the University of Hawaiʻi at Manoa campus and the University of Hawaiʻi at Hilo campus. Appropriates funds for a technician position, student help, and supplies for each campus site. Effective 6/30/3000. (HD2)
Prohibits the sale of flavored tobacco products and the mislabeling of e-liquids as nicotine free. Authorizes the department of health to appoint, commission, or contract for services of inspectors. Appropriates funds to DHS to restore basic adult dental benefits to medicaid enrollees. Requires DHS to obtain the maximum federal matching funds available for this expenditure.
