Beginning 1/1/2024, requires public schools, private schools, and public charter schools to have an employee trained to administer or assist with seizure disorder rescue medication. Requires all principals, guidance counselors, and teachers to perform self-study review of seizure disorder materials annually. Requires a seizure action plan for every diagnosed student and distribution of the plan to employees charged with supervising the student. Requires an annual age-appropriate seizure education program to be provided to all students. Exempts schools that do not have a student with a seizure disorder. Appropriates funds.

Expands the definitions of "preceptor" and "volunteer-based clinical training rotation" to allow for improved accessibility for providers to receive income tax credits. Adds dieticians, physician assistants, and social workers to the list of preceptors. Includes the director of health on the preceptor credit assurance committee. Establishes the Public Education Scholarship Program within the University of Hawaiʻi to provide students who are residents of the State with school tuition in return for a service commitment to teach in a public school classroom of the Department of Education or Hawaiʻi public charter school, under certain conditions. Authorizes physician assistants to sign orders for respiratory therapy and plans of care. Expands the class of health care providers under whom respiratory therapists may practice respiratory care to include physician assistants and advanced practice registered nurses. Effective 6/30/3000. (HD1)
